Planning versus Free Choice in Scientific Research
نویسندگان
چکیده
The potential benefits of centrally planning the topics of scientific research and who should be engaged in them are studied by means of a linear program. The efficiency conditions show that the planning goals could be achieved through self-motivated choices of scientists without direction by planners, when the “scientific worth” of problems is well-defined and known, provided the costs of research are essentially only the opportunity costs of the researchers. When substantial capital costs for apparatus arise, this self-motivation fails and some central control over benefit/cost becomes necessary. How this may be combined with the widest freedom of choice is discussed in the context of existing practices in sponsoring research. JEL Classification: D61, D71

The main purpose of the present study was to investigate the kinematics and kinetics of successful versus unsuccessful basketball free throw shots. Six professional basketball players (age= 23±2.09 years members of Iranian premier basketball league participat in test. Kinematics of arm motion during basketball free throws were recorded by two Casio zr200 camera in frequency of 240 Hz. Wilcox...
متن کاملBridging the Gap Between Planning and Scheduling
Planning research in Artificial Intelligence (AI) has often focused on problems where there are cascading levels of action choice and complex interactions between actions. In contrast, Scheduling research has focused on much larger problems where there is little action choice, but the resulting ordering problem is hard. In this paper, we give an overview of AI planning and scheduling techniques...

Introduction: Radiation therapy following breast conserving surgery is one of the most common procedures performed in any radiation oncology department. A tangential parallel-opposed pair is almost always the technique of choice for this purpose. This technique is often performed based on 3D treatment planning. The aim of this study was to compare 3D treatment planning for two different energie...
متن کاملTheory versus Application: A Study to Determine the Right Choice in Deploying an Enterprise Resource Planning (ERP) System
This paper discusses the critical use and lessons learned from the single case model while implementing an Enterprise Resource Planning (ERP) system at a leading university. The researcher examined one university’s business ERP in the deployment of a new enterprise system, a complex phenomenon which took place over several stages and involved different players at each stage. The paper discusses...
